Context
Based on the work of the Territorial Food Project and led by the Métropole du Grand Nancy, the Food hub project aims to create a center of excellence in the food sector at the Lorraine and Grand-Est scale, bringing together various activities within the industry. To strengthen the region’s food autonomy, the project includes a dedicated platform for local producers and buildings for wholesalers and logistics providers. It will also feature a central kitchen to supply school canteens, along with training, incubation, and research activities, an event hall, office spaces, and retail areas.
Designed for a wide audience, the project will foster an ecosystem that enhances interactions among the different stakeholders in the food industry. Some events and activities will also engage the individuals, making it an attractive and pioneering site for raising awareness about healthy eating, driving innovation, and promoting local know how.
Our Mission
In collaboration with the law firm Veil Jourde, Nomao, acting as an advisor to the Nancy Metropole, has contributed to:
- Defining the project strategy.
Taking into account the objectives and needs of the various stakeholders, Nomao provided a comprehensive and cross-sectoral vision to define a strategy that is both economically pragmatic and highly ambitious in terms of environmental sustainability.
- Real Estate Pre-Program
- Identification of buildings and sizing
- Specification of usage purposes, technical characteristics, and capacity of buildings
- Functional layout of the overall operation
- Phasing of construction work and cost estimation
- Drafting of the real estate programming specifications
- Project Set-up and Governance
Project set-up principles were defined by analyzing various possible frameworks (public management, public service delegation, public-private partnership, etc.) based on multiple criteria: performance objectives, financing methods, risk-sharing mechanisms, and principles of collaboration with the private sector. In parallel, governance frameworks were established to meet the specific needs of future users, notably through the creation of shared governance structures for each building (technology hall, producer platform, Agora, etc.).
- Business Plan
The business plan aims to ensure the project’s economic viability and attractiveness to investors:- Technical, human, and financial aspects of operation and maintenance
- Revenue estimates, investment, and operational costs
- Identification of funding sources and estimation of required amounts
- Evaluation of scenario performance (IRR)
- Action Plan and Schedule
Development of the overall project timeline, integrating all constraints: operator consultations, feasibility studies, regulatory procedures, etc.
- Stakeholder Engagment
Implementation of a dynamic dialogue with various stakeholders to take their feedback and needs into account (local authorities, representatives of producers and wholesalers, retailers, training and innovation actors, etc.).
