Food infrastructure management in Tanzania

Context

In the three cities of Mwanza, Tanga, and Ilemela, Tanzanian authorities aim to improve the resilience of the food ecosystem, develop local supply chains, and strengthen food security.

The TASUFIP program (Tanzanian Sustainable Urban Food Investment Program), funded by the European Union and the French Development Agency (AFD), aims to renovate eight food infrastructure facilities, including:

  • 4 markets (both wholesale and retail),
  • 3 fish landing sites, and
  • 1 slaughterhouse.

The renovation of these infrastructures is the central element of a broader program designed to enhance the overall efficiency of the food sector, address social, environmental, and gender issues, and implement appropriate operational structures.

Our Mission

As part of a consortium led by Urbaplan, Nomao is responsible for management strategy, Operation & Maintenance plans and business plans. For each of the eight TASUFIP sites, our mission included:

  • Analysis of the current operational framework:
    • Governance principles and the roles of various stakeholders
    • Value chain analysis and economic models of different actors: producers, wholesalers, retailers, exporters, food processing industries, etc.
    • Operating conditions
    • Legislative and regulatory framework
  • Benchmarking similar infrastructures in Tanzania and abroad
  • Development of scenarios for the project’s set-up (investment and operation). Several alternative models were explored, with varying levels of private sector involvement:
    • Establishment of a 100% public corporation
    • Public-Private Partnership (PPP) model, with private sector participation in investment financing and operational management
    • Delegation of operations to a private partner
    • Partial or full delegation of operations to a user-led professional organization
  • Definition of technical, human, and financial requirements for the operation and maintenance of the infrastructures
  • Development of business plans
  • Creation of an action plan to facilitate the transition to the new organizational model, including:
    • Governance principles
    • Infrastructure management and maintenance procedures
    • Training and capacity building
